Highlights from the April 2025 MTHA Board of Directors meeting

The Maryland Thoroughbred Horsemen’s Association (MTHA) Board of Directors met in an open meeting on April 16, 2025, at Laurel Park and via Zoom. The meeting covered a wide range of topics important to the racing community, with several key actions taken:
John Banno Introduced as Director of Racing Surfaces
The Board welcomed John Banno, recently appointed Director of Racing Surfaces for The Maryland Jockey Club (TMJC). Banno, a veteran with over 30 years of experience, formerly served as Track Superintendent at Thistledown in Ohio.
Legislative Session Update
MTHA General Counsel Alan Foreman gave a positive recap of the 2025 Maryland General Assembly session, noting key legislative wins for the industry and protection of Purse Dedication Account funding despite a challenging state budget environment.
Fixed-Odds Wagering Approved for Signal Export
The Board approved the export of the Maryland racing signal to New Jersey, Colorado, and West Virginia for fixed-odds wagering through December 31, 2025. This new wagering model allows integration with sports betting platforms and could expand racing’s reach. This move also requires approval from the Maryland Horse Breeders’ Association and the Maryland Racing Commission.
Support for Steeplechase Racing at Laurel Park
The Board approved the inclusion of two steeplechase races on a Sunday card in June 2025, likely on Father’s Day weekend, pending a purse agreement with TMJC. These races would be in addition to existing races and would not be carded to replace others.
Claiming Rule Modification Endorsed
The Board endorsed a proposal to modify Maryland’s claiming rule, aligning it with a recent rule adopted by NYRA. The proposed change shortens the restricted period from 30 to 20 days, with a graduated return to full eligibility by Day 31. The proposal will be submitted to the Maryland Racing Commission for consideration.
Maryland Thoroughbred Partnership Presentation
Mr. James T. Dresher, Jr. presented on the Maryland Thoroughbred Partnership’s ongoing work with Nevins & Associates, a PR firm engaged to enhance the industry’s public image.
Renaissance Awards Voting Process Review
The Board discussed potential reforms to the selection process for the Renaissance Awards, including expanding voting participation and revamping the event. A workshop will be convened with TMJC and the Maryland Horse Breeders Association to develop 2026 recommendations.
Nominal Fee for Jockey Physicals Approved
To better manage demand and support services, the Board approved the implementation of a nominal fee for pre-performance physicals conducted by MedStar Health physicians, with proceeds benefiting operations of the Horsemen’s Health System. Effective April 18, jockeys will be charged $50 per physical and the fee will be collected by the horsemen’s bookkeeper.
Losing Mount Fee Discussions Ongoing
The Board reviewed a proposal from the Jockeys’ Guild to increase the Losing Mount Fee. Discussions with riders are ongoing, with a proposal expected at a future meeting.
Backstretch Pension Enrollment Open
Sign-ups for the Backstretch Pension Plan are underway through June 1 at www.backstretchpension.com. As of the meeting, 115 individuals had enrolled for the 2024/25 Plan year.
Recreation Program and Event Planning
The Board reviewed the Recreation Program schedule through May and invited ideas for future events to further engage the backstretch community.
It was reported that the recent additions to the backstretch have been very well-received. Both the custom bathroom/shower trailer, as well as the newly constructed food prep area for residents outside the track kitchen, are seeing extensive use.
New $25,000 Starter NW2/NW3 Race Endorsed
The Board endorsed the restoration of a $25,000 Starter Allowance NW2/NW3 race to the condition book.
Amateur Races Approved
Two amateur races will be scheduled at Laurel Park in 2025 at the discretion of TMJC, following a request supported by the Board.
