Reminder On Notary Services
The MTHA provides free notary services to members of the backstretch community and others who work at the racetracks.
Such services provided by a notary public are regulated and fall under the Maryland Office of Secretary of State. Certain guidelines must be followed.
The most common document notarized by MTHA staff at racetracks is a bill of sale. Please note it is imperative that the seller of a horse be present in person when a bill of sale is notarized. Ideally, both parties should be present, but that is not always the case. The seller can and should, however, contact the buyer by phone during the notarization process.
A notary public in Maryland cannot notarized a document in another state, and vice versa. MTHA staff can notarize a bill of sale in which the buyer in another state has signed and had the document notarized.

The Maryland racing community will come together in January to celebrate the life and legacy of Rodney Jenkins, a beloved trainer and equestrian who left an indelible mark on Maryland racing. Jenkins, a native of Middleburg, Va., passed away on Dec. 5 at the age of 80. A memorial service is scheduled for noon on Tuesday, Jan. 7, at Tycoons in the Laurel Park clubhouse.
The Horseracing Integrity and Safety Authority (HISA) will implement its 150-day layoff report rule beginning Thursday, December 5. As a result, the forms previously used by Maryland horsemen will no longer be valid.
