Reminder On Trainer Immigration Certification

Tuesday, February 4, 2025

To streamline the occupational licensing process and align with federal regulations, the Maryland Racing Commission (MRC), in partnership with industry stakeholders and immigration specialists, has introduced a policy aimed at simplifying work eligibility verification.

As part of this initiative, all trainers must now complete a Trainer’s Immigration Certification form, affirming that their employees are legally authorized to work in the United States. This requirement, already standard in many racing jurisdictions, applies to all occupational licensees who require access to the stable area.

Employers are responsible for ensuring compliance with federal law by collecting and maintaining I-9 Employment Eligibility Verification Forms for their workers. The I-9 is a United States Citizenship and Immigration Services (USCIS) document designed to verify an employee’s work authorization status, protecting businesses from potential legal risks.

The Trainer’s Immigration Certification form will be available at both the MRC Licensing Office and the Maryland Thoroughbred Horsemen’s Association (MTHA) office at Laurel Park. Trainers are encouraged to familiarize themselves with the requirements and maintain proper documentation to avoid compliance issues.

For detailed guidance on completing and retaining I-9 forms, visit the USCIS website. The MTHA is committed to supporting its members in meeting their legal obligations—please contact the MTHA office if you need assistance.
