The Maryland Stadium Authority Board of Directors on October 28 approved a Facilities Operations Agreement with The Maryland Jockey Club, establishing responsibilities for the operation, maintenance and security of Pimlico Race Course and Laurel Park as Maryland advances its long-term plan for Thoroughbred racing.
The agreement defines the roles of the Maryland Stadium Authority (MSA), as owner of the facilities, and The Maryland Jockey Club (TMJC), as exclusive operator. It also establishes requirements for financial reporting, auditing, maintenance planning and coordination of capital improvements.
For Maryland horsemen, the agreement represents another step toward the transition of primary racing operations to the redeveloped Pimlico Race Course and establishes a framework for managing the facilities during that process.
Under the agreement, MSA will remain responsible for planning and delivering authorized capital improvements. TMJC will oversee day-to-day operations, maintenance and security, including racing operations and management of both properties.
“Today marks an important step forward for Maryland thoroughbred racing,” said Bill Knauf, President and General Manager of The Maryland Jockey Club. “We are committed to delivering first-class racing and training facilities, providing an outstanding experience for horsemen and fans, and building a sustainable future for this industry. Our partnership with the Maryland Stadium Authority is essential to realizing that vision, and we look forward to the work ahead.”
The agreement also includes procedures for capital planning and measures to manage operational and financial risk, providing oversight intended to protect the state’s investment in racing infrastructure.
“We're not just rebuilding Pimlico. We're building the foundation for Maryland thoroughbred racing's next chapter,” said Craig Thompson, Chair of the MSA Board of Directors. “The Board's responsibility is to make sure the public investment we're making today continues to deliver value for decades to come.”
MSA and TMJC will continue coordinating Pimlico’s redevelopment, the transition of racing operations and preparations for the long-term operation of Maryland’s racing and training facilities. Their stated objectives include providing safe equine facilities, strengthening the racing industry, supporting surrounding communities and maximizing the public benefit of the state’s investment.
